Services for Cities


HousesThis menu profiles the programs and services available to local Colorado governments through the Center for ReSource Conservation (CRC). The CRC, a 501c3 organization, has been assisting local governments in Colorado with conserving resources for over 30 years.

The CRC implements its programs and services through three distinct and separate divisions: the Energy Center of the Rockies, the Western Water Conservancy, and ReSource.

These services are designed by the CRC to cost-effectively enable governments to empower their residents with energy savings, water savings and waste reduction techniques. The services in this menu have been tested by the CRC and our government partners in communities around Colorado.

The resource conservation value of each service has been quantified; their effectiveness is guaranteed. The CRC can also suggest a variety of funding mechanisms currently in use in Colorado to fund conservation programs.

Energy Center of the Rockies (ECR) Services

Residential Energy Audits - Evaluate individual homes, targeting the most cost effective energy efficiency upgrades. Provide technical energy audits to identify cost effective energy efficiency investments for residents while educating them about their home’s energy use.

Orphan Solar Program - Provide technical and financial assistance for the repair of installed but non- functioning solar hot water systems in the community. Repair costs are shared between the homeowner and city or county.

Workshop and Training - Photovoltaic, solar hot water and energy efficiency classes are available, year-round, for the community. Classes can be tailored to builders, architects, realtors, homeowners, or educators and offer instruction that educates the community on technologies, options and resources available to them to encourage the use of energy efficiency and renewable energy technologies. Classes also teach best practice energy conservation and building techniques.

Code Consultation - Update your local codes and provide a streamlined process for approval of solar photovoltaic and solar thermal systems.

Western Water Conservancy (WWC) Services

Slow the Flow Colorado - A residential landscape irrigation audit program that saves water by working with individual residents to determine the efficiency of their system, the most efficient watering schedule, and maintenance issues.

Xeriscape Seminars - Available each spring and fall to teach residents the principles behind xeric landscaping and its water saving and drought resistant values. Basic to advanced classes available.

Garden in a Box - Available each spring, Garden in a Box offers pre-planned xeric gardens for sale to local residents. Each garden is designed to convert approximately 100 square feet of turf to a xeric garden and includes plants, plans and maintenance suggestions.

Water Conservation Planning for Local Governments - Need a water conservation plan? Want to apply for funding for water conservation work with the Colorado Water Conservation Board? The Western Water Conservancy can help you develop a plan and find funding.

Rebate Programs - The WWC can implement and facilitate rebates for installing water conserving landscapes or devices in commercial and residential settings.

ReSource Services

Used Building Materials Salvage and Sales Center - Open a ReSource in your community and yield immediate, quantifiable waste reduction results.

Job Training - Provide training in the high-growth field of used building materials salvage, while offering low cost building materials to support affordable housing.

Deconstruction Classes for Local Contractors - Teach contractors the art of “un-building” a house, saving all of the materials for reuse in the community, while lowering the load on Colorado’s landfills.

Code Consultation – Update your local codes to develop an awareness of disposal options by developing an integrated waste management plan for construction projects.
